I'm Jen, a fellow user and an Independent Advisor.
Changing wallpapers can easily be enabled through Group Policy Editor. Unfortunately, the editor is not included in Windows 10 Home. You can, however, make changes in the Registry directly to enable changing wallpaper. To do it, just follow the steps below:
1. Open Registry Editor by typing Regedit in the Start/taskbar search box and then hitting Enter key. Click Yes button if you see the User Account Control prompt.
2. Navigate to the following key:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\ CurrentVersion\Policies\ActiveDesktop
3. Double-click on NoChangingWallpaper value and set its value data to “0” to enable changing wallpaper in Windows 10.

I am only able to go up to policies step as in the snip attached. There is no option after that. I changed policies' string to zero but still I am not getting any success

Looking at the screenshot you just posted, it seems that you opened policies under PenWorkspace which is an incorrect path. Make sure to follow the path:I was not able to find it under the path that you specified. I used the find tool in the registry. Closest I could get to was this but this is under local machine key. Still I am not able to get any success
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
