1. Is the video quality affected with the green bar?

2. Does the same issue occur when the window is full screen?

You may use the hardware and devices troubleshooter and check if it lists any issues-

You may try downloading and installing the latest available drivers for the device according to the make and model and check if this resolves the issue. You may refer to the below link for assistance -

Also for updating the drivers you may refer to the below mentioned link and use the steps provided accordingly -

If the issue still persists, you may also try installing and using Windows Vista or XP drivers in compatibility mode on Windows 7 and check if you are able to resolve the issue -

If a program written for an earlier version of Windows doesn't run correctly; use the Program Compatibility Wizard to change the compatibility settings for the program. To change settings for a program manually, use the individual program's Compatibility tab.
