Are those folders being created on another drive, not the Windows drive?
If they are, did you ever set Windows to save new content to that drive?
Open the Settings App, then go to System - Storage - Change where new content is saved, are any of those settings set to the drive those folders are being created on?

Those folders are created to store the Microsoft Store apps and games, they are highly protected and very hard to delete.
The only real successful method to delete those folders from another drive is to backup all other data on the drive and then format the drive, then restore the other data back onto that drive.
