After 2 hours with MS consultants via chat and phone, I learned that the appearance of the scroll bar cannot be changed.  I am suspicious of the app you recommended with annoying ads.  I give up.  Windows should have consulted another user experience company.

Well, we have recommended WinAero Tweaker in the past and have never gotten a complaint from anyone about it having anything malicious. The developer makes it for free and he does need to have a source of income to maintain it, especially with new versions of Windows 10 every 6 months.

The conclusion is, it has filled a lot of the gaps missing in Windows 10.
