ANNOYING "How to get help in windows 10" HELP!!!!!!

I am experiencing an annoying webpage popup every time I start my pc it just keeps on opening webpages of a search by bing saying how to get help in windows 10 please help me get rid of it because as it starts to happen my whole oc starts to operate by its own seems like I am using some keyboard shortcuts even when I am not using any shortcuts this is the webpage that pops up.

Thank you for your concern sir,

It started happening day before yesterday. Everything was fine till I woke up and when I started using my laptop there it was pop ups after popups. At first I thought it to be Google Chrome's issue so I uninstalled it but the problem persisted.

As far as scanning the computer goes I scanned it with multiple reputed antimalware software but everything came clear. I performed a reset to my windows but the problem persisted. then after being tortured by this thing I reinstalled my windows from the beginning and I don't see that same error now I am updating the system and hoping that it is not related to latest build that is January 2017 update.
