AMD Radeon Graphics driver cannot start upon bootup

I am currently running a Windows 11 computer with both an AMD CPU (Ryzen 9 6900 HS) and a NVIDIA GPU (RTX 3070 Ti for Laptop). However, recently, most of the time I start up my computer, both the NVIDIA display adapter drive and the AMD integrated graphics driver will be disabled. The NVIDIA graphics driver can be enabled with no issue, but the AMD Radeon Graphics driver will return an error 31 message when I try to enable it, saying windows was unable to enable the driver. Plus, upon startup, I always get the following error message from Radeon Software: "Radeon software unable to start correctly 0xc0000022". This error results in a very slow and choppy display screen and renders the computer borderline unusable.

I have already tried

  • Updating drivers with Windows update,

  • Rolling back to the default Windows display driver, which tanks performance, and

  • Uninstalling the AMD driver and reinstalling from the AMD website, neither of which provided any benefit.

So far, the only semi-reliable way to fix the issue is to restart my computer. This works temporarily, but when I go into device manager and check on the driver details, there will always be the following error code (similar for both drivers): "Device PCI\VEN_1002&DEV_1681&SUBSYS_1C521043&REV_C7\4&31f4ec98&0&0041 requires further installation." and the error will resurface when I next turn on my computer. It has been plaguing me for a month by this point and I would like to fix this.

Sorry to hear you’re experiencing problems. May I ask which Windows 10/11 build are you running - 22H2 (Win 10/Win 11) or 23H2 (Win 11)?

The graphics card may not be working well with your PC however you can try DDU to cleanly uninstall the graphics card drivers & then you can manually install them again. This is recommended after changing your graphics card.

I am running 23H2 Win 11 and I have followed your steps. The reinstallation was clean but the following error message still persists when I view the driver in device manager:

Device PCI\VEN_1002&DEV_1681&SUBSYS_1C521043&REV_C7\4&31f4ec98&0&0041 had a problem starting.

As a clean install didn’t work then It’s quite possible the graphics card is failing so cannot load the drivers.
Have you tried loading an older driver?
You might have to reinstall an older driver via the device’s entry within device manager if it doesn’t show then check under View>Show hidden devices.
Right click device.
Choose update driver.
Choose ‘browse my computer for drivers’.
Choose ‘let me pick from a list of available drivers on my computer’.
Choose the compatible hardware from the list, then choose next.
Choose one of the older drivers from the list shown, then click next.
This will then reinstall the driver.
