Always Available Offline does not appear in Menu - Windows 8

When I right click on a Network Folder the "Always Available Offline" option is not even there.  How do I turn this on in Windows *.
I have gone to the Sync Center but there is nothing it recognizes to be able to set up a sync relationship with.

I have a Buffalo drive hooked up to my home network that i would like to sync files with.

I know it can be done as my Windows 7 machine does it.

Is this feature still available with Windows 8?
