You mention that you have reinstalled, and since reinstallation can take various methods and forms, I need to confirm further information with you in order to better identify the problem: How did you reinstall? Did you download the ISO image file from the official Microsoft page and install it from that file? Did you keep the original files?
The problem may be due to interference from third party software or may be caused by missing and corrupted system files.
