After successful "KB4512508" (OS Build 18362.295) install, Windows 10 asks for _multiple_ restarts

My Windows update history reports that "KB4512508" installed successfully. 

However, Windows 10 repeatedly asks for restarts.

I've restarted four times already, but it still wants more restarts.

Please advise.

This likely suggest there is some corruption in your Windows Update components.

Before carrying out this procedure, disconnect from the Internet. That means turning off Wi-Fi and disconnecting from a wired connection. If you don't, Windows 10 will indicate some files are in use and cannot be modified or the command will be non-responsive. Also, you should restart your computer after disconnecting from the Internet. The easiest way to do it is to enable Airplane mode from the Action Center - Windows key + A.

Open Start, type: CMD
Right click CMD
Click Run as administrator

Type each of the following then hit Enter

taskkill /f /fi "SERVICES eq wuauserv" (Do this multiple times)
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
rmdir C:\Windows\SoftwareDistribution\DataStore
rmdir C:\Windows\SoftwareDistribution\Download

When complete, hit Enter, then restart, then try updating again.

If that does not work..

1. Open Start, type: CMD
Right click CMD
Click Run as administrator

Type each of the following then hit Enter

Run these codes:
Net Stop bits
Net Stop wuauserv
Net Stop appidsvc
Net Stop cryptsvc
Ren %systemroot%\SoftwareDistribution SoftwareDistribution.bak
Ren %systemroot%\system32\catroot2 catroot2.bak
Net Start bits
Net Start wuauserv
Net Start appidsvc
Net Start cryptsvc
After running these commands, check if your issue is fixed.

Access is denied.

However, even with an apparent failed last step - "Access is denied," I don't have a restart request in the messages panel. So that is a sign of success.

However, I do have a backup request, stating too long of a period without, even though I backed up a couple of hours ago.

What succeeded with what I was able to do?

What failed?

Should I expect any further ramifications with the -apparent- erasure of my computer's record of recent backups?

Your back ups are likely safe, just not listed in the update history.

You can always launch File History to access them.

My updates work  in installing; however, KB4512508 tries to install twice.  It does get installed according tho my update history, but I lose a great deal of functionality.

I got restart in second installation.  It acted as if it did not install completely first time, but second time, it installed & prompted restart. but too many issues.  I will just use the previous build that works fine.  I had three techs tried to resolve an issue I had & they created more problems than I had before.  They wanted to reinstall windows erasing everything for me to have to reload all my programs & I refused to do that.

I have had Windows update corrupt my files in the past with their updates taking me days to reload all my programs & I am not going to do that again.

I had two lower level techs tried to resolve issue of opening Microsoft Store & could not resolve problem, which led to wanting to reload Windows again.  Even went to a 2nd level tech & he was only one recommending reloading Windows.  The other two Techs did not.
