A disk read error occurred, press Ctrl+Alt+Del to restart.

My O/S is windows xp sp3, after the electrical power blinked off and back on in my home office when the computer came back on there is a black screen with the error message in the corner stating "A disk read error occurred", press Ctrl+Alt+Del to restart, cursor is blinking below the message. I tried this over and over but windows will not start. What is a solution?

Boot to the Recovery Console with your Windows XP CD and issue the FIXBOOT command against the System Partition.  See here for more help:

If you do not have a Windows XP CD you can download a Recovery Console .iso file from the internet and burn it to a CD.
