Hi John
I am Sumit, an Independent Advisor and a 2-Year Windows Insider MVP here to help.

Try updating to 1903 using Media Creation tool and if it fails let us know.

The fastest way to get the upgrade is through Media creation tool or ISO file.
Please download Media Creation Tool from the link below and select Upgrade this PC at the first screen.

Hi,

We would like to see the Installation log to check what caused the update to fail/stuck/rollback.

Share Setuperr.log and Setupact.log named files from
C:\$Windows.~BT\Sources\Rollback\

and

C:\$Windows.~BT\Sources\Panther
You can open the folder by typing the path in Run or showing hidden files and viewing through explorer.

Use Onedrive/Google Drive/Mediafire to share the files and drop the links in the next reply.

John, I couldn't see the Setupact.log from the Panther folder. Is it not there?

Sometimes, the log files are hard to interpret, like this:

2019-06-05 17:07:00, Error CONX Windows::Compat::Appraiser::SetupAppraiser::CheckExistingIndicatorStateForGatedScan (815): Onesettings timestamp: [132041920201161430] is greater than now: [132041920192651318] : [0x8000ffff].[gle=0x8000ffff]

Is the System time correct?

I just tried it again using ISO from Media Creation Tool after disabling the SD card slot.  This time it failed with:

"0Xc1900101 - 0X30017

The installation failed in the FIRST _BOOT phase with an error during boot operation"

I have added to logs for this error to the link in my earlier post.

I see. The error code signals a driver error which isn't mentioned in the logs.

A device driver has stopped responding to setup.exe during the upgrade process.

Resolution:
Disconnect all peripheral devices that are connected to the system, except for the mouse, keyboard and display.
Contact your hardware vendor to obtain updated device drivers.

Any other device connected beside Keyboard and mouse?
