If you have a Surface 2 or Surface RT and are uncomfortable uninstalling updates and blocking them, there is apparently a 3rd party web browser that might work for you called Sidekick Private Browser. I don't know anything about it, but here is the direct link

Please let us know your opinions of this third party browser if you decide to use it.

This isn't a fix for the problem, and Microsoft still has not commented.

If you want to uninstall this update:

Go to Start , and select Control Panel > Programs > View installed updates.

In the search box in the upper-right corner, enter kb4516067.

Select Update for Microsoft Windows (kb4516067) > Uninstall.

Then open Services and disable Windows Update for now. Just remember to re-enable WU after a reply is posted that Microsoft has issued a fix to insure you get future (hopefully TESTED) updates.

Windows RT 8.1 devices may have issues opening Internet Explorer 11

On Windows 8.1 RT devices, Internet Explorer 11 may not open and you may receive the error, "C:\Program Files\Internet Explorer\iexplore.exe: A certificate was explicitly revoked by its issuer."

Affected platforms:
  • Client: Windows RT 8.1
Next steps: We are working on a resolution and will provide an update in an upcoming release.
