date are accurate? Restart Surface and your router, try connecting again.

This is the well known issue discussed ad nauseam at
I can easily duplicate the issue with the Windows Store on battery power/resume
from connected standby. ONLY happens on battery power.
Also, Microsoft is throttling the firmware updates that may (or may not)
provide relief. I've been checking manually after installing the regular updates
at 1pm EDT for nearly 6 hours and the firmware has not appeared.
