I get this error message when I plug any USB device into my Surface Pro 3. "The last USB you connected to this computer malfunctioned and Windows does not recognize it" Does anyone know what I can do to fix the problem?

Welcome to the community and thank you for your question. I understand you are not able to use your USB devices on your Pro 3 device. I'm here to help.
I'd like to know more details:
When did this start happening? Did it work before?
These USB devices work on other PC?
If you go into Desktop>Charms>Settings>Control Panel>Device manager, do you see any warning icons?
Do you have all updates?
I'd suggest the followings:
Run Hardware and devices troubleshooting
Go to Desktop and swipe from right to Charms
Tap Control Panel and choose
Choose View All on the leftand choose
Hardware and devices
TapAdvanced and check Apply repairs automatically
Follow the on-screen instructions and click Next
To check for updates manually: You can see the detailed update information for Pro3 here.
Open Windows Update by swiping in from the right edge of the screen (or, if you're using a mouse, pointing to the lower-right corner of the screen and moving the mouse pointer up), tapping or clicking Settings, tapping
or clicking Change PC settings, and then tapping or clicking Update and recovery.
Tap or click Check now, and then wait while Windows looks for the latest updates for your PC.
If updates are found, tap or click Install updates.
Read and accept the license terms, and then tap or click Finish if the update requires it.
Please allow the device to restart if the update requires it.
