This WORKS for me!

I had the same issue as yours.

Then I set Broadcast Channel in my wireless router to channel 4 , then click apply/save in my wireless router.

After that I restarted wireless router again (or you may turn  your router off and on again).

Then, my Surface Pro can see my WiFi network as usual.

TIPS: My technician said windows8.1 will mostly recognize Wireless Router Channel between channel 1-11 only especially in older models. Therefore, you might want to set Wireless Broadcast Channel to the low channel.  To me, I just set to channel 4 and it works flawlessly.

Hope this will help. :-)
