You mentioned that you connected the device to a DVR of a CCTV, just want to clarify, are you saying that you connected the Microsoft Mouse and Keyboard to a DVR and it's working just fine? But, when you connect it to your laptop, the accessories
cannot be recognized?
If that's the case, we would like you initially troubleshoot the issue by opening
Device Manager and expand Universal Serial Bus (USB),
then right-click on the available USB drivers and select "uninstall device".
If a pop-up shows up, leave the box uncheck, just proceed uninstalling the device and restart your computer to reinstall the drivers.
While restarting, unplug/re-plug the mouse and the keyboard from and to your laptop.
Note: Make sure to install all the updates and clean the USB port of your laptop.
