Unable to update to Win 11 23H2 on Surface Pro

On my Surface Pro 8 running Win 11 10.0.22621, I cannot download and install Windows ver. 23H2. I get Download error 0x80246019. I read the responses given in the forum to others, including running the troubleshooter on Windows update. That did find some errors and presumably fixed them but the update still won't install (same error). Can anyone help? FWIW here are the details from the troubleshooter:

I understand that you're having trouble updating your Surface Pro 8 to Windows 11 23H2. The error code 0x80246019 usually indicates that there is a problem with the Windows Update service or the BITS (Background Intelligent Transfer Service) service. Here are some steps you can try to resolve the issue:

1. Restart your Surface Pro 8 and try to update again.Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.

2. Run the Windows Update troubleshooter again and see if it detects any new issues.

3. Reset Microsoft Store: This can sometimes resolve issues related to Windows Update.

4. Reset the Windows Update components by following these steps:

a. Open Command Prompt as an administrator.

b. Type the following commands and press Enter after each one:

net stop wuauserv

net stop cryptSvc

net stop bits

net stop msiserver

c. Rename the SoftwareDistribution and Catroot2 folders by typing the following commands and pressing Enter after each one:

ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

ren C:\Windows\System32\catroot2 Catroot2.old

d. Restart the Windows Update services by typing the following commands and pressing Enter after each one:

net start wuauserv

net start cryptSvc

net start bits

net start msiserver

4. Run the system file checker to check if there are corrupted system files that are just looping around causing this kind of issue to exist.  See Using System File Checker in Windows - Microsoft Support.

Many thanks for your reply. I kept pushing the check-for-updates button and it eventually downloaded cumulative update KB5034204 (even though numerous pushes of the button in the preceding minutes did not find any updates). After that I was able to successfully update to 23H2.
