Surface Pro 6 CPU Throttling issue

Hello,
My issue is similar to the: https://answers.microsoft.com/en-us/surface/forum/all/brand-new-ms-surface-pro-6-cpu-throttling-issue/86c90bcc-1551-42ce-8499-cb293228f488 but I can't post anything there.

Recently I'm observing significant throttling (down to 400 MHz, sometimes 900MHz) even during relative low CPU utilization which makes my computer useless. I can add that I'm using 4k monitor connected via the Surface Dock, and the problems mainly occurs when I'm on any kind of call (Teams or slack) but during the work without a call also. It seams that when I'm disconnecting the external monitors (4k and Full HD) - and I'm working only on build in one problem is less frequent.

We are sorry to hear that you're experiencing issues on the CPU performance. Here are the methods that we suggest:

- Run Surface Diagnostic Toolkit and make sure to complete the tasks.

Check for new Windows updates. Go to Settings > Update & Security > Windows Update.

- Run the System File Checker.

Can you please check if the Surface System Aggregator driver version is 241.6.139.0? Go to device manager > expand Firmware > Right-click the Surface System Aggregator > Choose properties and go to driver details. If it's not running driver version 241.6.139.0, go back to Surface System Aggregator and right-click the driver > choose update the driver > Let me pick from a list of device drivers on my computer/Browse my computer for driver software > Find the driver version, 241.6.139.0 > Choose driver 241.6.139.0 then click next.

Hello, thanks for your response, I've done all the recommended steps and actually the last thing was something I could apply - so I had different version (newer) of this particular driver - so now I've selected the one recommended by you. I will test the result for few days and let you know here.

Hello, I've just confirmed that the problem still appears - so do you have any other suggestion? I've noticed that when I'm sharing screen or camera than cpu speed decreases to ~400MHz, when just joining the call without the camera or screen sharing - to around 1GHz.

I'm sorry to hear that the issue still persist. Here are also the methods that we suggest:

- Enable the option for "Disable GPU hardware acceleration"

Open the teams app > go to the profile photo, click the three-dot option on the left side of the profile photo > choose settings > on the General tab, check the tick box for Disable GPU hardware acceleration.

- Clear the cache of Microsoft Teams desktop client and see if it makes any difference.

Sign Out from Teams application. > Go to File Explorer, paste “%appdata%\Microsoft\teams” in location box and press Enter:

a. Clear files in “%appdata%\Microsoft\teams\blob_storage” location.

b. Clear files in “%appdata%\Microsoft\teams\Cache” location

c. Clear files in “%appdata%\Microsoft\teams\databases” location

d. Clear files in “%appdata%\Microsoft\teams\GPUcache” location

e. Clear files in “%appdata%\Microsoft\teams\IndexedDB” location

f. Clear files in “%appdata%\Microsoft\teams\Local Storage” location

g. Clear files in “%appdata%\Microsoft\teams\tmp” location

h. Restart Teams and login your account.

This is actually the first advice I've found during the research and I've tried this while ago - partially helped but still issue occurs - only difference is that before this change CPU slowed down to 400 MHz always, now it is the range (~400MHz - 1.1GHz) - and same issue while calling from slack.

Is there anything else I can do now? My PC stays unusable for calls, I've research this issue - it's impacting a lot of people mainly with Surface devices - is there any fix Microsoft is working on? I'm not sure if I should wait or just throw it out?
