Surface Pro 4 login screen

not showing the login options. Only things appearing are the buttons on the bottom right and the screen wallpaper. No password bar, no nothing. No profile picture or anything. HELP.  The photo is of the screen where I'm supposed to enter my password.
if you drag the screen up (bottom to top) with your finger, does it reveal the
login options? or can't you drag it up?

try a two button reset:

Step 1: Swipe in from the right and tap or click Settings, tap or click Power, and then tap or click Shut down to shut down Surface. If you can’t shut down Surface normally, press and hold the power button on your Surface for 30 seconds.

Step 2: After Surface turns off, press and hold volume-up button and the power button on your Surface at the same time for at least 15 seconds, and then release both.

The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds.

Step 3: After you release the buttons, wait 10 seconds.

Step 4: Press and release the power button again to turn your Surface back on.

"Pressing shift button and restart took me to the screen where it gave you the
option to choose the "Troubleshoot". I clicked on the Troubleshoot > Advanced
options > Startup Settings > Restart.
When it is restarted, it gave me the option to enter the safe mode. After
booting the machine with safe mode, it prompted the password to login.
I logged in and uncheck the "safe boot". Now, it prompted to enter password to
login."

Unfortunately after a lot of trying, I'm still unable to get to the troubleshooting menu with the shift restart combination. Maybe I'm pressing something wrong?
