Surface diagnostic fails to run

I am attempting to run the diagnostic toolkit on some surface pro 3 and 4's.  It attempts to check for updates and create a restore point and the application crashes.  Restore points are disabled by group policy.  I acquired the toolkit from here http://aka.ms/surfacedt and another version here https://aka.ms/surfacerepair

How can I get the surface diagnostic toolkit to work?

 

Running Windows 10 enterprise 1607 build 14393

The Surface Diagnostic Toolkit may not run if the devices are being managed by your work. We suggest that you contact your organization's IT department before running the tool.
