Highlighting & Annotation App for Surface Pro?

Hello! What app do you recommend for highlighting and annotating with the Pro? I'm most looking for apps that let you highlight with the pen, but it would be great if I could add comments too. It would be super awesome if the highlighted sections could be exported (like iAnnotate PDF for iPad) too, but I'm doubtful if that exists yet. Thanks for your help!
