Can I enable VT-x/AMD-V on my surface pro 2?

I'm trying to boot a virtual machine using vagrant and virtual box.  The virtual machine errors out with the following message: "

VT-x/AMD-V hardware acceleration is not available on your system. Your 64-bit guest will fail to detect a 64-bit CPU and will not be able to boot."

Is there a way to enable this on a surface pro 2?

Answer
Answer
Okay, found out the answer is 'yes'.  My problem was I had installed Visual Studio 2013 and selected the Windows Phone SDK.  That in turn installed hyper-v and that was the reason my virtalbox would not boot.  I disabled hyper-v in Windows Features and all is good.
