How does one find out who is billing their credit cards to skype.com/go/bill?

Also, how do you ever get Skype billing to clear those from your account?

I was unaware that I even had Skype when I purchased Microsoft 365

I'm afraid to tell you unfortunately it's not possible to delete purchase history, by default Skype will assume the card owner who is billing the credit because s/he has registered the card.
