Welcome to Skype Community!
Are you referring to cloud-based chat commands and roles available in Skype?
To see a list of the available commands, simply type /help into the chat. If you are in a chat with just one other person, only the relevant chat options will be shown. If you are in a chat with two or more people, /help will reveal a more comprehensive list of chat commands. If you don’t see the list, the version of Skype you are using is not supported.

--secondary works. I use that one. I do not think --dbpath does anything, however. Neither --help nor --version do anything. There is no error message it merely launches Skype. So there is no particular way of knowing if a function will really be enabled/disabled. a man page would be a good idea as well.
It would be good to at least have --help working, something like this:
$ skype --help
Skype 4.3.0.37
Usage: skype [options]
Options:
--dbpath=<path> Specify an alternative path to store Skype data files.
Default: ~/.Skype
--resources=<path> Specify a path where Skype can find its resource files.
Default: /usr/share/skype
--secondary Start a secondary instance of Skype.
--disable-api Disable Skype Public API.
--callto <nick>
skype:<nick>?<action>
These commands allow Skype links handling.
--pipelogin Command line login. "echo username password | skype --pipelogin"
--version Display version information and exit.

hello,
skypeforlinux --dbpath /home/user/.Skype.secondDB/ --secondary
works for me. .Skype.secondDB -- was 4.3 db
