Unable to add Participant - contact blocked by skype

Why i am i getting this? Why is skype blocking numbers to begin with? Isnt that against your purpose as a whole - connecting people?

I have been with skype for years paying to make calls - while all my family uses viber etc for free...and this is what i get??? i cant even call my mom on a service i pay for??? WTF?

Why did skype blocked the contact like this and cant send sms to landline too
