Skype not logging in?

Hi, I have an issue that came about only a few days ago. Before I reinstalled, I could get to the Skype login screen and enter my credentials. However, it would say there was an error (without specific information) and go back to the login screen. This happened with more than one of my accounts. 

Now, as I said, I reinstalled. When I did this, I marked my old Skype folder located in %appdata% as old (i.e. changed the name from "Skype" to "Old_Skype") and hoped for it to generate a new one. It did, but the only thing in it was an empty folder called "logs," and the Skype application was stuck with the S and a loading circle. When it did this, it would basically freeze my computer until it quit responding.

Some other information to help solve this:
1. I have deleted the shared.xml file in the "Old_Skype" folder and tried to run it from that folder, changing the name back. It made no difference.
2. I can navigate and use the preview Skype website. 
3. My phone will let me access the account without issues. 
4. I have an (unrelated) issue that only permits restarting my computer every so often. I definitely think this is unrelated given it has done no damage within the last 4 months and is not solvable. If I can avoid a restart of my computer, I would prefer that, though I can try.
5. I have Windows 7, not sure if that will hurt since this is "Skype for desktop." 
6. The new Skype version is apparently 8.38 I believe? Even if I use that installer, my computer only installs 8.37.

Reset all local Skype settings.

Quit Skype or use Windows Task Manager to kill any Skype.exe process. Go to Windows Start and in the Search/Run box type %appdata%\microsoft and then press Enter or click the OK button. The Windows File Explorer will pop up. There locate a folder named “Skype for Desktop”. Rename this folder to something different, e.g. Skype for Desktop_old.

Update Skype to the currently latest 8.38.0.138 version using this direct download link:

Please, run the System Information tool (msinfo32)

Go to Windows Start and in the Run box type msinfo32.exe and press the OK button. This will open the System Information window.  In this window click on File and select Export. Save the msinfo.txt file to your hard drive.

Since there is no Attachment option yet available on this Forum, you may post the saved file to a File Sharing site (e.g. OneDrive) and provide here a link to this site.

Sadly, doing as you said only yielded one result: actually getting to the login screen. Now I enter my credentials, and endlessly get the "startup_load_error" issue every time it attempts to log in.
