How do you contact Skype support?

I was sent to this page by a Microsoft agent to get in touch directly with the Skype team, regarding an account-specific issue.
All query options here send you round in circles and never let you contact support. There are no contact details and the Chat option "Talk to a person" does not result in a contact with an assistant.

I'll keep trying. Right now that also returns an error, this one is "Microsoft account is experiencing technical problems. Please try again later."
It's been like that for a while, hopefully this is temporary and they'll fix it. Anyway, thank you very much for your help.

I need to talk to a person to resolve my problem. I was charged to a Hong King number 8120-7559, which was never made available for me and I cannot cancel it. How to resolve thisbproblem? Thanks
