Is SlimCleaner Plus Really a Microsoft Partner as its Window Shows

An open window entitled SlimCleaner Plus periodically opens on my Desktop. In its title bar it shows an icon that says it is a Microsoft Partner. The SlimCleaner window looks very slick and believable. It declares in highly warning text that my computer has thousands of errors and had a large "Fix Now" button. It shows a breakdown of the number of errors of various types and locations, including Registry errors, System errors, Program errors and many others in other similarly important places.

MY FIRST QUESTION IS:  Is SlimCleaner Plus Really a Microsoft Partner as its Window Shows or is it Malware that should be uninstalled?

MY SECOND QUESTION IS:  If SlimCleaner Plus is bogus and should be removed, how do I uninstall?
