New computer with Windows Defender turned off.

I have a new computer and the Windows Defender telling me it is  turned off and we cannot turn it on. Shouldn't this be installed with Windows 10?  I was trying to run a scan because a threat popped up when I discovered this. McAfee is also installed. I don't like McAfee. How do I get Windows Defender activated and then McAfee removed?

You have to remove McAfee completely first to get Defender to work.
