Hi there,

   I guess I have a solution to your problem . This is been caused because of a invalid or corrupted registry entry

Solution below:

  1. Press WIN+R
  2. Type "regedit" and press enter
  3. Open HKEY_LOCAL_MACHINE
  4. Open software
  5. Open policies
  6. Open Microsoft
  7. Open windows defender
  8. On the right side delete that blue icon i.e. disable spyware or something.
  9. Now u can simply turn on your windows defender.

Hope this solves ur problem. If it doesn't I have another solution which is a bit more complex using group policy editor....Pls reply if this works or not

Windows Defender isn’t supposed to be turned off via Group Policy when a third-party AV app is installed, as I’ve explained in this thread:

So on a home PC; we would normally assume that the Group Policy switch was thrown by malware that’s somehow managed to escalate its privilege-level to the rank of “administrator” – and we would recommend scanning with this set of malware-removal tools:

Then turn Defender back on with this REG command: Right-click on the Start button, select Command Prompt (Admin), and then copy, paste, and run (enter) this command line:

REG DELETE "HKLM\SOFTWARE\Policies\Microsoft\Windows Defender" /v DisableAntiSpyware

Run Adwcleaner (also), Please make sure ->before clicking Clean, click 'Tools' - 'Options' and check all the boxes, click 'OK', then click Clean.

Find and remove the cause, of Windows Defender blocked by Group Policy, first.  (& you may not have to make changes in the registry)
