ERROR CODE 0x80070002 when open mse on windows 7

When i try to open Microsoft Security Essentials i receive a message:"An error has occurred in the program during initialization.If this problem continues,please contact your administrator.Error code:0x80070002"What should i do?

What OS and SP?

What other anti-malware has EVER been installed?

My OS is windows 7 ultimate and my service pack is 1.When i buy the computer there was an AVG 2012, but i have uninstall it.

Be sure to run the AVG Removal Tool:

And see the following please:

Prior Security Software?  What about a trial version of an antivirus program that was pre-installed when the computer was purchased? McAfee, Norton, Trend Micro?

Sometimes remnants of prior security software will suddenly cause issues with your current antimalware program.

A possible reason for this problem is that you have conflicting security software installed fully or partially on the PC. Be sure you have removed all other security software from the PC.

You may need to use a cleanup tool to remove your prior security software:

You may need to uninstall/reinstall MSE. 

You should be able to remove MSE from Control Panel. Any problems uninstalling see: http://answers.microsoft.com/en-us/protect/forum/protect_start/uninstalling-mse/a63b8c4b-58ed-437e-8086-fa08d80725a4

Recommend you reboot the computer to ensure the uninstall is complete.

I cannot uninstall MSE because in the list "uninstall a program" IN THE CONTROL PANEL THERE IS NOT AN MSE BUT IN THE DESKTOP THERE IS AN ICON OF MSE.I HAVE DOUBLE RUN APP REMOVER BUT WHEN I TRY TO INSTALL MSE  THERE WAS A MESSAGE: " AN ERROR HAS PREVENTED THE SECURITY ESSENTIALS SETUP WIZARD FROM COMPLETING SUCCESSFULLY.PLEASE RESTART A COMPUTER AND TRY AGAIN.WHEN I CLICK ON THE ICON THERE IS A MESSAGE: "ERROR CODE:0X80070002" PLEASE HELP!!!

The 645 error is almost always due to a conflict with other security software.
I can't speak to what the AVG removal tool can remove, but you may want to contact AVG support.
