Pop-up warning that "System is badly infected"

When I start the comp. it works fine for 10 sec and then this pops up after that I'm not able to do anything.It shows " Error Code 0*80060402" and "Error Code SMEERRO9007QD1" Also it shows "Windows firewall error code 0*80070424"
