Microsoft Outlook Verification Email ? Is it a scam ?

Dear Microsoft Representative, 

I received an e-mail (copied below) which is asking me to verify my email account. Can I request you to please verify if it is a scam ?

Sent: 23 May 2016 23: 00PM

Dear User,

Due to congestion in all HOTMAIL/MSN/OUTLOOK user accounts, there will be a Disable exercise of all used and unused HOTMAIL/MSN/OUTLOOK Accounts. HOTMAIL/MSN/OUTLOOK would be shutting down several accounts as your email address needs to be added to the new HOTMAIL/MSN/OUTLOOK database. We have programmed to stop and delete unused email account. You may permanently loose your account and information in your Mailbox if you did not comply to this exercise.  

To confirm your HOTMAIL/MSN/OUTLOOK account, CLICK VERIFY. To Update your Email Account.

NB: Failure to update your account will result to a permanent Closure/Disable of your account.


HOTMAIL Support Team.

Its a scam,  if you mouse over the "CLICK VERIFY" link you will see it does not point to an MS site.  Add to that the grammar is poor and the capitalization is wrong it is a obvious scam.
