delivery status notification (failure)‏ outlook

I'm not able to send mail, or via the web or Microsoft Outlook, ALL messages with return status:
"Delivery Status Notification (Failure)". What´s going MICROSOFT??????????
After checking Hotmails "heartbeat" page it seems all things are running.    https://status.live.com/detail/hotmail

There does however seem to be an increase in the number of people reporting this.  It is fairly obvious there is a problem with Sending email
 if you are having an issue please report it on the status page, it is the fastest way to give them feedback

Welcome to Microsoft Community!

I understand that you are having issue the same as the original poster of this thread of being prompted an error message when trying to send an email.  Let me assist you with your concern. There are several reasons why you are receiving Delivery Status Failure or bounce message, here are some examples:

  • Mailbox Not Found, Invalid mailbox, User unknown
  • Mailbox unavailable
  • Mailbox full or Quote Exceeded
  • Host unknown, Domain Lookup Failed
  • Message too large

We would like to ask a copy of delivery status notification you've received for us to investigate your concern. To do this, please follow these steps:

  1. On your mailbox, hover your mouse to the error message.
  2. Right click on the message. 
  3. Choose the View message source option on the dropdown menu. You will be seeing a new window containing the e-mail message headers and its content.

After doing so, kindly post the message source with all the components of the bounce message such as:

  • Final-Recipient
  • Action
  • Status
  • Diagnostic-Code

Kindly provide the above needed information on the private message that I have started. To view the private message, log in first to the Microsoft Community, go to this thread and click the "You have a private reply to this message" link above your post.

Thank you for letting us know that you're having difficulty in sending emails.

Based on the full header that we receive from you, we would like to verify if you set any third party accounts as send and receive on your account, like Gmail account. If yes, please be informed that once you have configure a third party account as send and receive in your account and have changed password on the other account. You must also changed password on your main account to configure both accounts, failure in this usually comes up with an error of Username and Password not accepted upon sending email.

We ask that you take your time to try the suggestion and let us know the results at your earliest convenience. If anything is unclear or if there is anything we can do for you, feel free to let us know.

I keep getting this message when I try to email.  I've been able to send this person emails before but now they keep getting bounced back.  Please help.
