There's a possibility that this is contributed by email traffic on the server causing the sending/receiving of emails to travel much slower than the usual receiving time.
If you have setup other accounts for your sending and receiving in Outlook.com, please be informed that you can receive up to 50 messages automatically at a time every
30 minutes. If you have more than 50 messages, they're included in the next automatic refresh.

In addition, listed below are the possible causes of mail delivery delays:
- Mail servers may be undergoing maintenance, or there may be a service outage.
- Content of the email message - message was large, or it contained one or more large attachments.
- Email message is subject for review for spam filtering as incoming mail.
- Inbox storage limit on receiving end.
Lastly, please verify if the same thing happen when you access your account using a computer.
