I am having a similar problem. The domain sending the email HAS DKIM and SPF records enabled, but incoming emails to @live.com are still failing.

You can't whitelist your domain, but you can try to get removed from Microsoft's blacklist.

Fill out this form (https://support.microsoft.com/en-us/getsupport?oaspworkflow=start_1.0.0.0&wfname=capsub&productkey=edfsmsbl3)

When submitting you get an error that means there's too much info in one of the text fields. Correct that and then submit.

Then wait for an answer.

Then you should analyze who or what is using your email servers to send spam to Microsoft customers. Once you do that and get your system cleaned up, try again.
