Can't access emails in Outlook

My hotmail account has been automatically changed to Outlook and now I am unable to access my emails. When I log in, the screen is mostly white and blue, and the emails are at the very bottom of the page. I am unable to open emails or compose a new email, and none of the buttons (even options) work. It's essentially frozen, however it does show that I have new emails (although I'm unable to read them).

How can I fix this problem?
