Hotmail / outlook login

My login to outlook / hotmail keeps timing out. It says the DNS server is not available.  I have tried several browsers, cleared all history, cookies, etc.. 

All other websites work but my email logs in 1 time out of 10 attempts and is very slow. I have checked the Microsoft pages and they say the service is not down. I contacted the ISP several times (EE UK) and they say it is not an error on their part.

I have even tried logging into one drive then changing the app.  Everything works apart from outlook /hotmail.

This has been happening for a while now.  Do you ave any idea when it will be solved?  I regularly use my hotmail account for work, personal use and recently trying to organise a funeral - with much difficulty.
