Windows security sign in pop up

Hello, I am trying to find an answer to this problem, i have several users that keep getting this pop

up, attached. they put in their credentials but it keeps popping back up. if they cancel, it goes away and comes back. any insight, has anyone come across this issue that you might know?

any help is gratefully appreciated.
