For your concerned "insert symbols option missing" issue, as per the version number you shared, I believe you are using the New Outlook for Windows. And I've done a test at my side on New Outlook and the result is the same, there is no insert symbols.
The New Outlook is a beta version, it is basically a web-based version. The look and feel come close to the Outlook Online version some features like insert symbols, client rules and email pop-out are still missing, and the product group are collecting feedback from customers to develop the product better. Our product developer team also need some suggestion from users side to improve new Outlook experience for Windows with some convenient features. Your feedback is very important for them.
I will also share feedback portal URL so that you can submit your feedback directly to our product developer team via using this Microsoft Feedback portal.
We suggest you to switch the toggle off in the New Outlook and use the classic version:
Please be aware that even if the New Outlook has been toggled on, the classic Outlook is still there.
To launch the classic Outlook , you may open RUN dialog box and input outlook.exe to directly open Classic Outlook and check. For new Outlook, you may use this shortcut olk.exe.
Also you may find it from the Start Search box, type "Outlook", the1st from the below screenshot is classic Outlook and the 2nd one(Outlook Pre) from is the New Outlook.
