security banner added to text of email

A recent security change now adds a narrow banner to the text of an incoming email that states that it is from an external source.  Below is an example (colors changed when copied).  It remains in the email when replied to or forwarded.

Can this really be best practice? I was told this is a Microsoft security tool.

Banner sample is the box with yellow text.

ATTENTION: This email came from an external source. Do not open attachments or click on links from unknown senders or unexpected emails.

It might be from outlook.com support, but without seeing the mail header it could just as likely be a scam/phishing mail

PS I find it impossible to read your yellow txt

The addition of the banner was an intentional action of our IT.  I can not believe this is a best practice so I asking the community if they have seen this implemented this way before.  PS: If you pass your cursor over the text it will change color so you can read it.
