Purchase Outlook 2019 stand-alone to upgrade existing copy of Outlook 2007 stand-alone

Hi,

I'm using Outlook 2007 on my desktop.  Because of the recent changes in Google's GMail security, I need to upgrade to Outlook 2019.  I would prefer to buy the stand-alone traditional desktop software rather than the new 360 web-served software.  I've seen websites that claim to sell Outlook 2019 access/authorization codes that Microsoft will honor, but they seem dicey to me so I'd like to buy from Microsoft directly unless someone can recommend a specific site as being legitimate.

I would really appreciate it if someone could direct me to two links:

1.  Is it possible to buy Outlook 2019 stand-alone directly from Microsoft or a legitimate 3rd party retailer?

2.  Are instructions on upgrading from Outlook 2007 to 2019 available?

My first rule when buying licenses/product keys from a 3rd party retailer is if the price is way too low and not somewhere near the retail price of Microsoft, there's something fishy about it. I already saw a lot of people buying licenses for a very cheap price but ended up getting a blocked license or an evaluation license. If you are in the US, the safest way to purchase a license outside Microsoft is through physical stores such as WalMart, Target, or BestBuy.
