If it helps i have the same problem, office 365 and windows 10, i get no notifications, when i had office 2013 two days ago. i got notifications.
bug in office i would suggest.

Hi DMprinting,
Here are two settings you need to check on your computer:
1. Open the Start menu and click “Settings” > System > Notifications & actions > turn on Show app notifications.
2. In the Outlook client > File > Options > Mail > Enable the option: Display a Desktop Alert
If you have other versions of Office installed in your computer, please uninstall them completely. Make sure Office 365 is the only version of Office software installed on this PC.
Uninstall Office from a PC
If the above doesn't work, then please try reinstalling Office 365.

Both of those options are enabled, this was an upgrade from Office 2013 with Windows 10 Creators Update.
I think this is most likely a bug in office, the office icon doesn't change to show i have mail, the notifications don't work and i don't get an envelope icon in the system tray.
Office 2013 worked without a problem!

Thank you for the update.
The latest version of Outlook in the current channel is 1704 8067.2157. I'd like to know which version of Outlook are you using now? Please click File > Office accounts and capture a snapshot of the entire page. Will the issue occurs in this verison of Outlook?
How to check the update:
Click File > Office acconts > check for update > update now.
Besides, did you try re-installing Outlook? Will it work?
