Outlook Fail to Open - "The Set of Folders Cannot Be Opened"

When starting Outlook I get the following message:

"Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of Folders cannot be opened".

After repeated attempts:

1. Received option to gather Log Files and open support ticket but this failed and advised support ticket could not be opened at this time.

2. Another attempt proceeded to open Outlook but created new Personal Folder without any data.

Noting that my setup included the Outlook Exchange Account and 2 POP accounts used as 'send only' accounts.

I had also previously copied all of the folders and data from the POP accounts to combine with the Exchange Account.

Outlook had been working fine for a couple of months prior to the fault occurring (Although this week I had some issues with setup of the iOS Apps).

Any assistance would be greatly appreciated.
