Regarding your issue, would like to know is there any error message occurs when you try to reopen such encrypted email and with which encryption option such email was send (such as encrypt only or do-not-forward policies, any other options)?
Besides this, if you try to reopen such email in Outlook safe mode, does it makes any difference? If you haven’t check yet, request you to kindly check with it and share us the result. To Start Outlook in safe mode, press CTRL + R key together and type : outlook.exe /safe.
To further check this issue, we need below information, so request you to please kindly provide us via Private Message only, so we can check and assist you.
Your Outlook Office account page entire screenshot (Outlook > File > office account page screenshot) so we can check your office product, version with Channel information.
Does those email is internal or external email?
Video/screenshots to compare the situation when first time you open such encrypted email and reopen it.
