I have a user with this issue and I can't find anything on this error for android or iOS only macOS and windows saying to enable TLS 1.2

According to your description, the issue of your concern that your user has got an expected error for the connection about the TLS.
Based on the given error, please be kindly to check with change your network Wifi, mobile hostpost, mobile data.
And please make sure Outlook app and Android device updated with latest version.
Ref: Preparing for TLS 1.2 in Office 365 and Office 365 GCC.
If the issue persists, here's a Microsoft Outlook for iOS or Android specializing team who dedicating into Outlook for mobile device with rich experience and more resources.
Outlook for iOS
Tap your profile photo and then the ? > Contact Support.
Outlook for Android
Go to Settings > Help & Feedback > Contact Support.

Please be kindly understand that there's no dedicating team into Outlook for mobile devices in our community. The given issue which out of my knowledge and experience, we could not give you an appropriate suggestion here.
Thus, here's another option for you that you can contact your administrator and refer below steps:
Go to the admin center at https://admin.microsoft.com. (Only administrator account can do these steps.)
On the bottom right side of the page, select Help & support.
Type a question or keyword into the text box. If you get a drop-down list, select the one closest to your question, or continue typing your question, then press Enter.
If the results don't help, at the bottom, select Contact Support.
Enter a description of your issue, confirm your contact number and email address, select your preferred contact method, and then select Contact me. The expected wait time is indicated in the Contact support pane.
Online support team would able to give you further assistance through the remote.

TLS 1.2 (and 1.3) are already enabled on iPhones by default.
Shouldn't be possible to get this error..

Android rev 13. Teams won't login in also.
My client is using TLS 1.3. So that isn't the issue.

I guess this issue came off the back of the latest android security update.
My Pixel 7 Pro can't login to my work email anymore today, following the update.

For me the trick was to uninstall intune. Then it worked fine... Pixel 6a

I experience the same problem. I use an Android phone with Android version 11 (I think?). Deleting the Microsoft Authenticator app fix the problem. So right now I'm not able to log into my Outlook app with my Microsoft Authenticator on the same mobile phone.
