This is urgent. My brother accounts have been hacked (sporify, Instagram, among others). He's mostly worried about outlook because of personal matters. How can be give proof of his identity in order to unlock it? Currently he cannot do anything, his user has been blocked and he can no longer try to log in.

I understand that your brother's account was hacked and you want to get it back.
I can understand how you feel and would be happy to help you if the account was hacked, please try to reset the password to the account. Please go to https://go.microsoft.com/fwlink/?linkid=2273955 to reset your password. This step requires you to verify your security information, such as cell phone number, alternate email address, etc. You can change the method of verification by selecting “Show more options” when verifying your identity. Alternatively, click “I don't have any of these” to go to the account recovery page.
This process requires you to fill in enough information to prove that you are the owner of the account, and since the process is automated, there is no human intervention and the community cannot do anything with your account.
Please fill out each question, even if you don't know the information, you can guess an answer and fill it in, don't leave it blank.
The recovery form is available at https://account.live.com/acsr
If your Microsoft account recovery request wasn't granted, you can keep trying as many times as you want, up to two times per day.

1. Enter “account” to search and Click "Sign in to contact Support" at the bottom of the page.
2. Log in to an available Microsoft account. Please be sure to log in with a personal account.
3. Under Products & Services, select "Other Products".
4. Under Categories, select "Manage account security", and click Confirm.
5. Click "Chat with a support agent in your web browser".
