Sign-in is blocked and I can't sign-in to my account

For your feedback on the account was locked, the screenshot is very clear that the account repeatedly enter the wrong password to log in, if not you log in, it shows that the account is likely to be leaked leading to a threat to the security of your account, Microsoft in order to protect the security of the account on the account is locked, and prompted you to this information, and restriction of the log in.
You can follow the instructions to change your password. Then wait 24-48 hours before logging into your account.
When logging in to your account you can unlock your account by entering your tied cell phone/email address, and once unlocked you will be able to log in to your account as normal.
Of course, once you have successfully logged in to your account, I suggest you can improve your account security, such as turning on 2FA, using Microsoft Authenticator, and so on.
