The limit is 500 recipients for 365
I would advise splitting into groups of 500
Or seeing if you can create mailing lists of groups of 500 then create a mailing list to include the mailing list, but this might fail as I have never used this.
You might want to look at s third party mail application such as mail chimp

Note that it will take a long time to send - using a 3rd party mailing server such as constant contact would be better. Sendgrid and amazon SES SMTP service is also an option - if you use your own SMTP server, it could get on a blacklist.

Thanks. I'm using the desktop version Outlook 2016. I'm surprised of the low limit in 2016 because I know i've sent upwards of 100 recipients in Outlook 2013.
Note: I'm using 2016 in a corporate environment (i.e. I'm assuming exchange).

They have the same code base. :) The limits haven't changed in many, many years.
In an Exchange account, you can have higher limits if you are using a distribution list in the global address list.
Sending to internet addresses is limited to around 100, even if you use a Contact group (because it expands before its sent).

Hmm. As recently as August, I sent an email to approximately 150 recipients by copying a list of recipients into the BCC field. This was using 2010 or 2013 before I was upgraded to 2016. I guess I will need to separate the 12,000 recipients into batches of 100 or 500.

That should work in 2016 too - the size limit (for internet addresses) is based in part on length of addresses, not a specific # of addresses.
If you are on Office 365, there are per user sending limits. You may need to send over a two day period.
