Inserted pics in the email or attachments?
In the reading pain of OL for that msg is there not an option to 'download pics?
If you restart the PC, when fully loaded hold the ctrl key when starting OL to force safe mode, what then?

As far as I know, this is controlled in the Outlook Trust Center, at File > Options > Trust Center > Trust Center Settings > Automatic Download.

I don't know why clearing that option didn't make a difference. I hope that someone who knows Outlook better is able to provide an answer.
